England were forced to come from behind for a second successive match with Oscar Gloch opening the scoring in the first half.
Reds centre-back Quansah – who featured in every game at the summer tournament and scored in the semi-finals – provided a vital header across goal to help Callum Doyle level proceedings following the interval.
Fellow Liverpool youngster Luke Chambers stepped off the bench late in the second half as the game ended all square at the conclusion of 90 minutes.
It was England, though, who took home the trophy as Carney Chukwuemeka and Aaron Ramsey found the back of the net in the second period of extra-time to earn victory.
