The Reds, current holders, begin their defence of the trophy in round three against the Hammers in an 8pm BST kick-off at Anfield.
And the winners of the clash will discover their opponents in the next stage shortly after the final whistle.
The draw will be broadcast live on Sky Sports in the UK and ball numbers will be confirmed on Wednesday morning.
Fourth-round ties are scheduled to be played in the week commencing October 28.
